   An act to add Section 1669.7 to the Vehicle Code, relating to the
Department of Motor Vehicles.

   SB 581, as introduced, Knight.  Department of Motor Vehicles:
offices.
   Under existing law, the Department of Motor Vehicles is required
to maintain offices for the transaction of business with the public.

   This bill would require the department to establish and operate a
full-time office in the City of Tehachapi.  The bill would set forth
legislative findings and declarations.
   Vote:  majority.  Appropriation:  no.  Fiscal committee:  yes.
State-mandated local program:  no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  The Legislature finds that the southeast Kern County
region would be better served by locating an office of the Department
of Motor Vehicles in the City of Tehachapi.  An office in the City
of Tehachapi serving southeast Kern County would handle 13,619
transactions per year, and would reduce the number of transactions in
offices located in Arvin, Bakersfield, Bakersfield southwest, Lake
Isabella, Lancaster, Palmdale, and Ridgecrest.  A full-time office in
that city would significantly decrease traffic congestion on local
roads and highways and provide adequate services to meet that region'
s needs.
  SEC. 2.  Section 1669.7 is added to the Vehicle Code, to read:
   1669.7.  The department shall establish and operate a full-time
office in the City of Tehachapi.
